POLASAÍ NA SCOILE
The school will be known as Scoil an tSeachtar Laoch.
Irish will be the language of the school and all subjects will be taught through Irish.
The policy of the school shall be to promote and encourage all aspects of Irish culture.
It will be a function of the school to teach and foster those ideas in the pupils which would be befitting them as Irish people.
The national guidelines towards a positive policy for school behaviour and discipline in conjunction with the rules of this school shall be accepted by Cumann na dTuismitheoirí
CUMANN NA dTUISMITHEOIRÍ
The school will be under the control of the parents of the children attending the school
The parents as a group shall be known as Cumann na dTuismitheoiri.
Membership of Cumann na dTuismitheoiri shall be open only to parent or guardians of children attending the school.
Cumann na dTuismitheoiri will appoint a Coiste Ceannais to administer the school

A special meeting of Cumann na dTuismitheoiri may be convened for a specifically declared purpose on a requisition signed
(a) by one third of the
or (b) by a majority of An Coiste Ceannais.
Only the special business for which the meeting has been convened shall be dealt with.
At all meetings in the case of equality of votes the chairperson shall have a second and casting vote. This rule does not apply to elections.
(2) Má ghlactar leis an tairiscint trí thromlach de dhá thrian, ar a laghad de na tuismitheoiríi a chaith vota, tiocfaidh se i bhfeidhm láithreach agus leasfar an bhunreacht seo dá réir.
(1) Should it become necessary to convene a special meeting of Cumann na dTuismitheoiri for the purpose of constitutional amendment, Rule 5 will be applied.
(2) If the motion is carried by a majority of at least two-thirds of the parents voting, it shall become immediately effective, and this constitution will be amended accordingly.
Detailed accounts must be kept by the Treasurer, showing the financial affairs, income and expenditure of Cuman na dTuismitheoiri.
AN BORD BAINISTÍOCHTA

A Board of Management shall be adopted and shall be constituted as follows:-

(ii) Two parents of children enrolled in the school (one being a mother, the other a father), elected by the general body of parents of children enrolled in the school.
(iii) The Principal Teacher (or Acting Principal Teacher) of the school.
(iv) One other teacher on the staff of the school, elected by vote of the teaching staff.
(v) Two extra members proposed by those nominees, described at (i)-(iv) above – to be selected from the eight parents representing the eight classes.
In the event of any member of the Board og Management elected by Cumann na dTuismitheoiri, failing for whatever reason, to complete his or her term of office, an Coiste Ceannais at its next meeting shall co-opt the person who gained the next highest number of votes at the previous A.G.M.
All delegations on important issues must number at least two.
The financial year will commence on the first day of September and end on the last day of August each year.
At its first meeting following the A.G.M. an Coiste Ceannais shall select from the elected 8 to an Bord Bainistíochta: a Chairperson, Treasurer and Secretary. The board will serve for four years.
All matters relating to teachers and teaching as well as correspondance to do with same shall be dealt with solely by the Board of Management of the school.
AN COISTE CEANNAIS
A.(i) An t-ochtar ball den mBord Bainistíochta

(c) Ionadaí ó aon reiligiúin eile má bhíonn cúis leis
An Coiste Ceannais will be composed of:-
(ii)Eight parents (a representative from each class, elected by the parents beforehand)
* Before every A.G.M. parents will be sought to represent the class of their eldest child on the Coiste Ceannais. In the case of more than one going forward from each class, the body of parents will select one person per class by means of a postal vote.
** Two of these parents will also sit on the Board of Management thus leaving a group of six.
(c) The nominee of any other religion if warrented.
(b) and (c) being subject to Rules 24.
At all meetings in the case of equality of votes the chairperson shall have a second and casting vote. This rule does not apply to elections.
An Coiste Ceannais must meet at least once a month to expedite its business. One half of the members will constitute a quorum. The quorum must include at least two members of the Board of Management.
Any vacancy arising on the Coiste Ceannais more than three months prior to the A.G.M. must be filled by co-opting the person who gained the next highest number of votes at the previous A.G.M.

An Coiste Ceannais shall have the power to remove any officer, who in their opinion, is not fulfilling the duties of the office.

Any member of the Coiste Ceannais absent from three consecutive meetings, without reasonable cause, may be removed from office by a vote of two thirds of those members present at a regular committee meeting. An Coiste Ceannais will adjudicate upon what constitutes reasonable cause.

(1) An Coiste Ceannais shall have power to set up sub-committees subject to any conditions which shall be determined by an Coiste.
(2) An Coiste Ceannais shall have the power to dissolve any of its sub-committees at any time.
(3) The Coiste Ceannais shall permit any of its sub-committees to hold and expand funds for the approved purpose of that sub-committee.
(4) Each sub-committee may arrange its own meetings and procedure provided that no part of this constitution is contravened.
The financial year will commence on the first day of September and end on the last day of August each year.
The accounts must be presented for audut annually and at any time deemed necessary by An Coiste Ceannais. Auditors will be appointed annually at the A.G.M.
An Coiste Ceannais shall have the sole right to authorise the spending and collection of funds.
The treasurer will submit a financial report to each meeting of an Coiste Ceannais.

(a) The treasurer must, when requested, issue a receipt for all monies lodged with him/her.
(b) The treasurer must obtain a receipt where possible for all monies disbursed by him/her.

(a) A general meeting of Cumann na dTuismitheoirí shall be held before Christmas for the purpose of following the agenda laid out in Article 12.

(a) At least 10 days notice of the A.G.M. must be given in writing to all families. Accidental non-receipt of notice shall not invalidate the meeting.

Notices of motion, amendments to the constitution and nominations for elections must reach the secretary in writing not later than seven days before the date of the A.G.M.
Nominations and motions must be signed by proposer ans seconder. Nominations must be counter-signed by the candidate.
The agenda of the A.G.M. shall be as follows:-
Two scrutineers who shall not themselves be candidates shall be appointed to supervise the elections.
Ballot papers shall be issued at and collected at the A.G.M. Voting shall be on the system of the single non-transferable vote.
The numbers of votes recorded on the ballot papers shall not exceed the number of vacancies at the date of the poll.
At all meetings, in the case of equality of votes, the Chairperson shall have a second and casting vote. This rule does not apply to
elections.
Standing orders at any meeting may be suspended provided a motion to that effect is adopted by two-thirds of the members present.
Any proposal to amend this constitution must take the form of a notice of motion and must fulfill those requirements laid down in Rules 3 and 4.
GINEARÁLTA
In the event of a conflict of interpretation as between the Irish version and the English version of this constitution or any part thereof, the Irish version shall have precedence over the English version.
