Polasaí Cláraithe Scoil an tSeachtar Laoch – Gaeilge

A. Rinneadh athbhreithniú ar pholasaí cláraithe na scoile i 2013.  Tar éis comhairle agus ionchur foireann agus Bord Bainistíocht na scoile a fháil leagadh an polasaí athbhreithnithe seo síos i nDeireadh Fómhair 2013. Ceapadh an polasaí seo de réir riachtanais an Acht Oideachais 1998 agus na treoirlínte is déanaí ón Roinn Oideachais agus Scileanna.

B. Is Gaelscoil í Scoil an tSeachtar Laoch ina gcuirtear oideachas trí mheán na Gaeilge ar fáil.  Tá an scoil faoi phatrúnacht an Ardeaspaig Chaitlicí Baile Átha Cliath agus feidhmíonn an scoil faoi ghnáthrialacha na Roinne Oideachais agus Scileanna.  Curaclam páiste-lárnach atá i bhfeidhm a aithníonn luach agus éagsúlacht gach páiste.  Tá sé mar aidhm againn timpeallacht shuaimhneach a chruthú ina ndéantar cúram d’fhorbairt intleachtúil, fhisiciúil, cultúrtha, mhorálta, spioradálta, shóisialta agus mhothúchánach an pháiste.  Déantar dea-luachanna Críostúla a chothú.  Spreagtar páistí i ngach gné den chultúr Gaelach – teanga, cluichí, ceol, rince agus traidisiún.  Tá rannpháirtíocht agus tacaíocht na dtuistí mar chuid thábhachtach de shaol na scoile.
* Is córas lánthumtha atá i bhfeidhm sa scoil agus ní thosaítear ar an mBéarla a mhúineadh go dtí go mbíonn na páistí sna Naíonáin Shinsearacha (i ndiaidh briseadh na Samhna).

*Tá sé mar polasaí sa scoil chomh maith go n-usáidfear an leagan gaeilge d’ainm baiste agus sloinne an páiste ar an chlár leabhair / leabhar rolla agus sa rang.

D. Nós Imeachta Iarratais:

Cuireann Scoil an tSeachtar Laoch fáilte roimh GACH páiste is cuma cén cúlra teanga, sóisialta, náisiúntachta nó creideamh atá acu.

Bunaíodh an scoil le freastal ar thuismitheoirí an cheantair a bhí ag éileamh bunoideachais lánGhaelach dá bpáistí.  Tugtar tosaíocht sa scoil dá bhrí sin do pháistí sa cheantar atá á dtógáil le Gaeilge agus do pháistí a bhfuil líofacht sa Ghaeilge ag tuismitheoir amháin ar a laghad.

Aithnítear cearta tuismitheoirí a bpáistí a chlárú ina rogha scoile ach tá Bord Bainistíochta Scoil an tSeachtar Laoch freagrach freisin as cearta pobal na scoile freisin.  Mar sin tá sé de cheart ag an mBord Bainistíochta uasmhéid na bpáistí in aon rang a leagadh síos ar mhaithe leis na páistí atá cláraithe sa scoil cheana féin.

E.  Clárú Naíonáin Shóisrearacha:

Glacfar le páistí i Rang Naíonáin Shóisir a bheidh ceithre bliana d’aois roimh nó ar an 31ú Márta sa bhliain ina dtosaíonn siad ar an scoil.  D’fhéadfaí eisceachtaí a dhéanamh sa chás go mbeadh áiteanna ar fáil sa rang agus páistí aibí go leor le tosnú sa scoil.

F.  Foirmeacha:

Beidh foirmeacha iarratais ar fáil ón scoil i rith Mí Dheireadh Fómhair agus Mí na Samhna.

Iarrfar ar thuismitheoirí/caomhnóirí an fhoirm iarratais a líonadh agus a thabhairt isteach chuig an bPríomhoide roimh dheireadh Mí na Samhna sa bhliain sula dtosaíonn an páiste ar scoil.

Déanfaidh Bord Bainistíochta na scoile cinneadh maidir leis an líon daltaí go nglacfar leo i rang na Naíonáin Shóisir ó bhliain go blian.  Agus an cinneadh seo á dhéanamh, cuirfidh an

Bord na sonraí seo a leanas san áireamh:

  • líon iomlán na ndaltaí sa scoil.
  • treoracha na Roinne Oideachais agus Scileanna maidir le méid na ranganna nó soláthar fóirne
  • coinníollacha eile ar nós spás fisiciúil, sláinte na bpáistí, riachtanais speisialta i measc na ndaltaí
  • áiseanna atá ar fáil sa scoil

Tairgfear áiteanna sa scoil san ord thíos luaite:

  • Páistí sa cheantar atá á dtógáil trí Ghaeilge

agus

Deartháireacha/deirfiúracha daltaí agus iardhaltaí na scoile

  • Páistí múinteora buan atá ar fhoireann na scoile faoi láthair
  • Páistí sa cheantar a bhfuil suim ar leith ag a dteaghlaigh i nGaeilge acu

Sa chás nach mbíonn go leor áiteanna ar fáil úsáidfear critéir ar nós:

  • aois an pháiste
  • fad caite i Naíonra lánGhaelach
  • rannpháirtíocht an teaglaigh i gníomhaíochtaí ábhartha – m.sh. ag freastal ar ranganna Gaeilge agus áiteanna á ndáileadh

N.B.  Nótaí ar na critéir thuasluaite:

1)    ‘Sé an tuiscint atá ag an mBord Bainistíochta ar ‘páistí atá á thógáil trí Gaeilge’ ná páistí a bhfuil an Ghaeilge mar theanga clainne acu.  Is ar thuismitheoir(í) a bheidh an freagracht a thaispeáint go bhfuil a gcuid páistí á dtógáil le Gaeilge.

2)   ‘Sé an tuiscint atá ag an mBord Bainistíochta ar ‘líofacht’ ná go bhfuil an thoil agus chumas ag an tuismitheoir a ghnó/gnó a dhéanamh tré mheán na Gaeilge.

3)   Ceantar:  Tá cónaí ar an bpáiste i ngar-chomharsanacht na scoile agus/nó gurb í Scoil an tSeachtar Laoch an Ghaelscoil is gaire don teach cónaithe.

4)   Ní ghlacfar le páistí i rang na Naíonáin Shóisir i rith na scoilbhliana ach amháin sa chás go bhfuil siad ag bogadh isteach sa cheantar ó Ghaelscoil eile agus go bhfuil spás sa rang.

5)   Nuair a bhíonn na háiteanna ar fad líonta cuirfear ainmneacha na bpáistí eile ar liosta feithimh in ord de réir na gcrítear thuas.  Má bhíonn folúntas ina dhiaidh sin tairgfear an áit don pháiste atá ag barr an liosta feithimh.

Cruinniú Eolais:

Tionólfar cruinniú eolais i dtreo deireadh na scoilbhliana do thuismitheoirí Naíonáin Shóisir na scoilbhliana dár gcionn.  Tá sé riachtanach go mbeidh tuismitheoir amháin ar a laghad as gach clann i láthair.

Clárú i ranganna eile:

       Is féidir glacadh le páiste ón gceantar i ranganna seachas na Naíonáin Shóisir de réir na gcritéir seo a leanas:

  • an páiste a bheith ag bogadh isteachi gceantar na scoile
  • spás a bheith ar fáil sa rang atá i gceist
  • Gaeilge ar chaighdeán sásúil don rang atá i gceist ag an bpáiste.

Méid Ranga:

Is í polasaí Scoil an tSeachtar Laoch ná go mbeidh an líon daltaí in aon rang faoi leith chomh híseal agus is féidir.  Cuirfear na gnéithe seo a leanas san áireamh agus uasmhéid ranga a shocrú:

Páistí faoi mhí-chumas nó le riachtanas breise speisialta:

Cuirfear iarratas ar áit sa scoil do pháistí faoi mhí-chumas nó páistí a bhfuil riachtanas speisialta oideachais acu ar an bhfoirm iarratais caighdeánach.  In éineacht leis an bhfoirm beidh miontuairisc ar mhí-chumas/riachtanais oideachais an pháiste maraon le tuairisc leighis, mheasúnaithe nó shíceolaíoch de réir mar a oireann.  Sa chás nach bhfuil a leithéid de thuairisc ar fáil d’fhéadfadh an Bord Bainistíochta a iarraidh go ndéanfaí measúnú ar an bpáiste.  Ionas go mbeidh dóthain ama chun riachtanais a mheas agus achmhainní a lorg caithfear iarratas ar áit do pháiste le riachtanas speisialta a dhéanamh roimh 31ú Nollaig an bhliain sula mbeadh an páiste le tosú ar scoil.    Tá sé de dhualgas ar thuismitheoirí pháiste faoi mhí-chumas nó le riachtanas breise oideachais an scoil a choimeád ar an eolas go leanúnach maidir le staid a bpáiste agus aon athrú sa staid sin.  Déanfar maoiniú ar pháistí le riachtanais speisialta de réir na n-acmhainní a chuirtear ar fáil don Bhord Bainistíochta ón Roinn Oideachais agus Scileanna.  I gcásanna eisceachtúla amháin a dhéanfar aon scrúdú ar iarratas ar áit sa scoil do pháiste le riachtanas speisialta oideachais a bheadh le haistriú ó scoil áitiúil eile.

Gnás Achomharc:

De réir Alt 29 den Acht Oideachais 1998, is féidir le tuismitheoir(í) nach bhfuil sásta le cinneadh cláraithe achomharc a dhéanamh.

Scoil an tSeachtar Laoch Enrolment Policy – English
 

A. The school’s enrolment policy was reviewed in 2013.  The revised policy was drawn up in consultation with the teaching staff and Board of Management in October 2013.  The policy was drafted in accordance with the provisions of The Education Act 1998 and the most recent guidelines from the Department of Education and Skills (DES)

B. Scoil an tSeachtar Laoch is a Gaelscoil in which education through the medium of the Irish language is provided.  The school is under the patronage of the Catholic Archbishop of Dublin and operates in accordance with rules of the DES.  A child centred curriculum is in place which recognises the value and uniqueness of each child.  The school aims to provide a peaceful, caring environment in which the intellectual, physical, cultural, moral, spiritual, social and emotional development of each child is promoted.  Positive Christian values are actively promoted.  The children are encouraged to participate in all aspects of Irish culture – language, games, music, dance and tradition.  Parental participation and support is central to school life.
* The school operates a total immersion method of language acquisition and English is not taught until the children are in Senior Infants (after the Halloween mid-term break).

*It is also policy of the school to use the Irish form of the children’s forenames and surnames (where there is one) on the school register /leabhar rolla and in class.

Finance:      The school depends on grants and resources from the DES.  School policy and curricula are implemented accordingly.

D. Method of Application: 

Scoil an tSeachtar Laoch welcomes applications from all children regardless of linguistic, social, religious background or nationality.

The school was established to serve parents in the area who wished their children to be educated through the medium of Irish.  Preference is given therefore to local children who are being brought up through the medium of Irish and to children for whom at least one parent is fluent in Irish.

The right of parents to enrol their child in the school of their choice is recognised and respected.  At the same time the Board of Management has a responsibility to the existing school community and reserves the right to determine the maximum number of children in each class.

Children who are four years of age on or before 31st March in the year they start school will be accepted in Junior Infants.  Exceptions may be made if there are available places in the class and where there are children mature enough to commence school.

Forms:  Application forms will be available from the school during October and November each year.  Parents/Guardians are asked to fill an application form and return it to the school principal before the end of November in the year before the child is due to start school.

The Board of Management will determine the number of children to be enrolled on a yearly basis.  The school will be guided by the following factors in this decision:

  • the total number of children enrolled in the school
  • the Departmental guidelines for appointing staff
  • other relevant conditions such as the size of classrooms, the children’s health and safety, special needs among the pupils in each class
  • available resources in the school

Places will be offered according to the following priorities:

  • Children in the area who are being brought up through the medium of Irish

and brothers and sisters of current pupils/past pupils of the school

  • Children of a permanent teacher currently in the school
  • Children in the area whose families have a particular interest in the Irish language

e.g:  at least one parent is fluent in Irish the child is attending an Irish speaking Naíonra in the area

  • Where the number of applicants exceeds the number of places available, places will be allocated according to the following criteria:

– the child’s age

– length of time spent in an Irish-speaking Naíonra

– participation in relevant language/cultural activities e.g  attending Irish classes

N.B.  Notes on the Criteria:

1)    What the Board of Management understands by ‘children who are being brought up through the medium of Irish’ is children whose home language is Irish.  It is the responsibility of parents to show that their children are being reared through Irish.

2)   The Boards understanding of ‘fluency’ is that at least one parent can converse fluently through the medium of Irish.

3)   Area:  The child is resident in the immediate vicinity of the school

and/or

                Scoil an tSeachtar Laoch is the nearest Gaelscoil to the home address.

 

  • Children will not normally be accepted in the Junior Infant class during the schoolyear except where the child is moving into the area having attended another Gaelscoil and there is a vacancy in the class.
  • When all places have been allocated remaining children will be placed on a waiting list according to the above criteria.  If a place becomes available it will be offered to the child who is first on the waiting list.

Information Meeting:

An information meeting for parents of Junior Infants will be held towards the end of the schoolyear preceding the children’s commencement in school.

It is necessary for at least one parent/guardian to attend this meeting.

Enrolment in other classes:

Children from the area may be enrolled in classes other than Junior Infants according to the following criteria:

  • the child is moving into the school catchment area
  • there is a space in the particular class
  • the child’s ability in Irish is of a standard satisfactory for the class in question

Class Size:

It is the policy of Scoil an tSeachtar Laoch that the number of pupils in any class is as low as possible.  The following factors are taken into consideration when deciding upon maximum class size:

  • the Departmental guidelines in relation to pupil-teacher ratio
  • the educational needs of the children in the class
  • the number of children with special needs in the class
  • the size of the classrooms
  • health and safety within the school
  • school ethos

Children with a disability or other special needs:

Application for enrolment of children with a disability or other educational need should be made on the standard application form and must be accompanied by a detailed report of the child’s disability/educational needs, supported by medical reports, assessments and/or psychological report.  Where such a report is not available the Board of Management may request that the child be assessed.  To allow for the time required to assess need and seek resources, application for enrolment for a child with special educational needs must be made before December 31st prior to the child starting school.  It is the responsibility of parents of children with special educational needs to keep the school informed as to that particular child’s current condition.  Children with special needs will be funded in accordance with the level of resource provided by the Department of Education and Skills to the Board of Management.  Except in exceptional circumstances, transfers of children with special educational needs will not be considered.

Appeals Procedure:

In line with Section 29 of The Education Act 1998 parents who are dissatisfied with an enrolment decision may appeal to the Board of Management.

Review:

The Board of Management will review this policy on an annual basis.
